Steps to register for returnee’s loans- MoLSA loans:
- Visit the Ministry of Immigration and Displacement to register as a returnee.
- Information regarding returnees will be sent to the Ministry of Labor and Social Affairs - Department of Labor and Vocational Training - Public Relations Division via the National Referral Mechanism (NRM).
- A group will be created on the WhatsApp channel after returnees are registerd in the database of returnees affiliated with the MRC for the purpose of answering their questions, inquiries and guiding them, especially in the field of registering as job seekers in the database of the Ministry of Labor and Social Affairs, as well as finding out the location of the MRC and the required documents.
- Providing psychosocial support sessions (PSS), and sessions in the field of how to prepare a CV and how to pass a job interview.
- Obtaining the job seeker card through “Mihan platform” on the Ministry of Labor and Social Affairs website.
- Involve the returnees in the Business Innovation Course (how to start your business), a course that gives the participant knowledge of how to prepare an economic feasibility study and how to start a business.
- Referring returnees to the Division of Support Small Income-Generating Enterprise to obtain the loans.
- Returnees will be informed about the services provided, such as job opportunities in the private sector or vocational training courses available at the VTCs.
Conditions for obtaining MoLSA loans:
- Register as a job seeker in the Ministry of Labor and Social Affairs’ Mihan platform at the link: https://lvtd.gov.iq/mihan/Account/Login?
- Pass the Business Innovation Course provided by the Business Incubators Division of the Department of Labor and Vocational Training.
- Availability of a real existing project.
- Provide a sponsor - a government employee (civilian or military) (the military employee must have a service for a year), as for the civil employee (he/she is legible when he/ she receives the first salary).
- The business owner manages his business by himself/herself.
- The age of the business owner must not be less than (18) years and not more than (55) years.
- Anyone who has benefited from a previous government loan is not entitled to obtain the loan.
- Students continuing to study in the morning are not eligible to apply for the Ministry of Labor and Social Affairs loan for the year 2023.
- The borrower does not have the right to change the nature of the business activity or its location except after obtaining official approvals.
- The loan amount is (20, 30, 50) million Iraqi dinars, it was (8) million Iraqi dinars.
Workers working in the business must be included in social security according to the following categories:
- Loan amount: (20) million ID- requires the employment of one (1) job seeker with including him/her in the social security for workers.
- Loan amount: (30) million ID- requires the employment of two (2) job seekers with including him/her in the social security for workers.
- Loan amount: (50) million ID- requires the employment of (3) job seekers with including him/her in the social security for workers.
The most important documents required to proceed with the loans:
- Identification documents:
- ID + the nationality certificate or unified card.
- The food cards.
- The residence cards.
- The job seeker card.
- (2) personal photos.
Confirmation of continuation of service stating:
- Addressed to the Ministry of Labor and Social Affairs/Department of Labor and Vocational Training.
- Writing down the following phrase (this support was provided for the purpose of completing the guarantee of (borrower’s name).)
- Writing down the amount of salary and the amount of the loan as follows:
- The loan amount is twenty million: salary (400 thousand Iraqi dinars).
- The loan amount is thirty million: salary (600 thousand dinars).
- The loan amount is fifty million: salary (800 thousand dinars).
